Helping protect New Zealand’s crowded places through expert guidance, partnership, and strategic planning.
The Crowded Places Security Advisory Group (CPSAG) is a voluntary group of recognised experts providing independent advice to reduce the risk of attack in locations where large numbers of people gather. We support the Government’s Crowded Places Strategy, working in partnership with business, community, and public safety agencies.
What Are Crowded Places?
Crowded places are locations where large numbers of people gather or pass through in ways that are easy to predict. These include:

Public transport hubs and city streets

Entertainment venues and shopping centres

Festivals, sporting events, and community gatherings

Schools, places of worship, restaurants, and hotels

Parks, civic spaces, and tourist sites
It’s important to note that a place doesn’t have to be constantly full of people to be considered a crowded place. Crowd levels can fluctuate throughout the day, across seasons, or during specific events. Temporary gatherings – such as concerts, sporting matches, or festivals – can also turn a location into a crowded place.
